The Tsunami Warning Center Reference Guide was generated from work done on and lessons learned from the Indian Ocean Tsunami Warning System (IOTWS).  The attached document is clearly much more expansive than RANET, although RANET did work in Indonesia and elsewhere through the IOTWS.  The attached full document is an excellent reference that covers the end-to-end complexity involved with a warning system.  The specific chapter on communications (8) is also attached.
